DRAFT MINUTES OF THE WIGTOFT ANNUAL PARISH MEETING HELD ON MONDAY 2ND March 2020 DRAFT

Present:    Cllr S Collingwood; Cllr G Wright; Cllr S Brigham; Cllr S Smith.

Also Present:   Representatives of the: Village Hall Committee; Voluntary Litter Picking Group; Bowls Club; Parochial Church Council; Wigtoft News and Views; the Gardening Club; Scraps and the Blisbury Charity.     Residents of Wigtoft Parish.

1/20   To receive the annual report of Wigtoft Parish Council written by the Chairman, Councillor Peter Craven and read by the Vice Chairman, Councillor Graeme Wright.

Cllr GW read the report which is attached to these minutes.

2/20   To receive any presentations from groups/organisations from within the village.

Village Hall – The Committee are planning a 50th anniversary in October, likely to be on Sunday the 4th at 3 pm. Parish Councillors are invited and their presence would be appreciated.

Litter Picking Group – this group has been formed recently to clean up the village. Recently 5 large bags of rubbish were collected. Updates of activity will be reported in Wigtoft News and Views. Could the Parish Council offer bags and litter pickers? The Clerk to the Parish Council advised that it is possible that Boston Borough Council may be able to help.

ACTION: Clerk to contact Boston Borough Council.

There is only one litter bin in the village. The lay by area is the worst for litter. Two further bins are needed. The Clerk explained that the Parish Council had been trying to obtain a dog bin for the entrance to the track which leads to the Wildlife Garden since February 2019. Boston Borough Council supply and empty all bins. The Parish Council are liable for the cost of the bins but not the emptying. Boston Borough Council’s response has been that they are conducting a review of all cleaning services in the Borough and will not be supplying any further bins until the review is complete. The clerk has contacted the Borough on a regular basis for an update. At today’s date, the situation remains unchanged. 

Can we have two “Keep our village tidy” signs?

ACTION: The Clerk will obtain quotes for the supply and erection of two signs.

Cllr GW thanked the Litter Picking group for setting up the initiative and confirmed the Parish Council will support the group wherever possible. He added that the Parish Council will review the number and location of bins in the village once Boston Borough Council have competed their review (as mentioned above).

Bowls Club – the Club is in a fairly healthy financial situation. We are holding an Open Day on the 19th April 2020 from 1 to 5 pm. Tea and cakes will be on offer. This event is aimed at generating much needed new members.

ACTION: Clerk to advertise event on the Parish Council’s Face Book page and website.

PCC – interaction between the Parish Council and the village is limited. It would be appreciated if Councillors could attend the coffee mornings occasionally.

There is a tree in the churchyard that needs taking down also hoping to get new heating installed. Service Community Workers have been helping out in the churchyard. Help is needed towards the cost of tools. Cllr GW suggested applying to the Parish Council with costings.  The Parish Council has already agreed a donation of £300 to help with any projects being undertaken. This will be paid in early April.

ACTION: Cllr GW wondered if a suggestion box for the Parish Council would be useful? This will be added to the agenda of a future Parish Council meeting.

3/20   Public Forum

A resident handed a booklet about maintenance for the Wildlife Garden to the Parish Council.
