Boston’s Love Your Neighbourhood campaign 2024 – A community celebration of excellence
 
Boston residents, get ready to showcase your community pride and creativity! The Love Your Neighbourhood Campaign has been launched for Spring/Summer 2024. From 18th March to 30th June, residents are invited to showcase their community pride and creativity in a celebration of pride in where they live.
The campaign features three exciting categories Best front garden/courtyard, Most attractive street/neighbourhood and Best Village.
In the Best front garden/courtyard category, residents are encouraged to display their green thumbs by submitting photos of their garden sanctuaries, showcasing their favourite plants and creative designs.
Most attractive street/neighbourhood award, neighbourhoods are challenged to band together and transform their front gardens into stunning displays of beauty and community spirit. Judges will be on the lookout for carefully maintained landscapes and vibrant blooms that uplift the entire community.
And in the Best Village category, villages of all sizes are invited to compete for recognition, emphasising community involvement and a shared commitment to excellence.
Cllr Callum Butler, Portfolio Holder for Environmental Services, said: "This campaign not only celebrates the beauty of our borough's neighbourhoods but also fosters a sense of community pride and unity. Join us in showcasing the very best of Boston Borough and let your neighbourhood shine!
"I would like to encourage as many people as I can to take part, throughout these few months we will be sharing great tips and ideas on what people can do to spruce up their frontages, with a little or no budget.
"Follow the community-run 'Love Your Neighbourhood - Boston Borough' Facebook page where ideas will be shared, from upcycling that old car bald tyre into an ideal planter, homemade bin storage ideas, hack on how to tackle those hard to reach areas to local workshops such as pebble painting to sowing your own seeds."
Entries are now open, with submission deadlines set for Sunday 30th June 2024. Judging will commence first week of July, with winners announced the following week.
Participants can enter by emailing their name, address (including postcode), and telephone number to LYN@boston.gov.uk, along with supporting images. If you do not have an email address or would prefer to enter by post please post the above details to Volunteer Co-ordinator, Boston Borough Council, Municipal Buildings, West Street, Boston PE21 8QR. Each entry will receive personalised communication regarding the campaign.
 



Public Spaces Protection Order on Hatter Lane, Boston extended for a further three years
 
Boston Borough Council's Cabinet has agreed to keep Hatter Lane in the town accessible by keypad-controlled gates only.
An alleyway once riddled with littering, fly-tipping, urination, and defecation is to remain locked to prevent anti-social behaviour.
The locking system at both sides was first installed in 2015 after a number of attempts to reduce anti-social behaviour. The gates at either end of Hatter Lane have a keypad, enabling residents, businesses and emergency services who need to use the alleyway, can access it at all times.
Cllr Anne Dorrian, Leader of Boston Borough Council, said: "I am really pleased to report the positive impact of the Public Spaces Protection Order (PSPO) in addressing longstanding concerns in Hatter Lane. Since its implementation, the gating system has proven its effectiveness in deterring such behaviours and safeguarding the environment.
"Without the continued enforcement of the PSPO and the presence of gating measures, there's a significant risk of these issues resurfacing. Therefore, we firmly believe that maintaining the PSPO is a justified and necessary measure for the ongoing management of anti-social behaviour in Hatter Lane."
Police confirmed that there were no instances of crime, environmental crime and ASB incidents in the alleyway between 1st April 2021 and 31st January 2024.
 



Boston Borough Council commemorates 50 year anniversary
 
Boston Borough Council is reaching a historic milestone as the authority marks its 50th year of serving the local community.
The Borough Council was formed on 1st April 1974 following the Local Government Act of 1972 which led to the restructure of local government. The Act saw the number of councils in England reduce from 1,000 to 412 with Boston Borough created by the merger of the Municipal Borough of Boston and Boston Rural District.
With the continuation of the Borough status, the new Boston Borough Council was able to continue the civic role of The Worshipful The Mayor of Boston, which dates back to when Boston was an ancient borough in 1545. Following the Local Government Act of 1972, the first Mayor of the newly instated Boston Borough Council was Peter Ellice Paine.
Market stall erectors, John Hall and Dave Wilson are two of the longest serving employees of the council who have been with the authority for more than 50 years.
John started in 1972 with the then Boston Rural District and moved over to the Borough following the restructure. Dave started in 1971 with the Municipal Borough of Boston Council.
Dave said: "I left school and started gardening in the cemetery. In those days, they employed for the summertime as a student. I have had various roles, including with other organisations when privatisation happened as well as being self-employed but in all that time, I have remained working for the council in putting the stalls up for the market. I'm proud to have worked for so long - it definitely keeps me fit."
John said: "There are not many people who can say they have worked for the same company for more than 50 years - it's something to be proud of when you think of our long service!"

The partnership approach is driving growth and regeneration and giving us greater access to vital funding so we can deliver projects and services that are meaningful for residents.
"On the 50th anniversary, I thank all residents and businesses for the contribution that they make to ensure that Boston is seen by others in a very positive light. We have a huge amount to be proud of in this beautiful borough. When I moved to Boston forty two years ago, I found the people to be extremely warm, caring and welcoming. Those qualities encouraged me and many others to make Boston their forever home and at this stage in my life I am extremely honoured to be the leader of the Borough Council  - there is no doubt that it is the people, the many volunteers, community groups, organisations and businesses that make the Borough a fantastic place to live, work and visit."
 



Boston’s Cabinet approves action plan to enhance Boston Markets
 
Boston's Cabinet has approved a comprehensive work programme aimed at further developing the town's Wednesday and Saturday markets.
This decision comes after a detailed review of market performance and unanimous approval by the Environment and Performance Scrutiny Committee.
Dating back to charters granted in 1308 and 1545, Boston's markets are a foundation of the town's identity, overseen by the Council.
Key projects outlined in the Partnership Alignment and Annual Delivery Plan for the Boston Markets Service include a comprehensive review of the Markets Policy and service, alongside initiatives to drive savings and expand service offerings. A detailed action plan focuses on delivering cost-efficient, vibrant markets appealing to a diverse audience, with objectives such as enhancing infrastructure, attracting new traders, and increasing marketing efforts.
Cllr Dale Broughton, Portfolio Holder for Town Centre inc Markets, said: "I am thrilled to announce the approval of our comprehensive action plan aimed at enhancing the Boston Markets. Our markets hold immense historical significance and are integral to the fabric of our community.
"With this plan in place, we are dedicated to ensuring that our markets continue to thrive, offering vibrant and attractive experiences for both residents and visitors. We believe that by implementing these strategic initiatives, we can further solidify the Boston Markets' position as a vital asset while striving towards financial sustainability.
"We look forward to working closely with our partners and stakeholders to realise our vision of dynamic and inclusive market spaces that serve the diverse needs of our community."
The plan will evolve continually, with updates made to align with strategic objectives and operational requirements. Recent actions, such as relocating the Bargate Green Market, have yielded positive feedback, and the plan aims to maximise benefits for residents and visitors while working towards sustainability.
 



Your chance to win the golden ticket for free rides at Boston May Fair
 
One lucky winner of a golden ticket will be able to ride at Boston's May Fair for free as many times as they wish.
The Showmen's Guild has agreed with Boston Borough Council that one person will win the competition prize. To be in with a chance of winning, simply email mayfair@boston.gov.uk with the entrant's name, age and a parent/guardians daytime phone number.
The competition closes on Sunday 14th April 2024 and is open to anyone aged 16 years or under. The winner will be picked by prize draw and presented with the ticket at the opening of the fair at midday on Saturday 4th May 2024.
Councillor Dale Broughton, Portfolio Holder for Town Centre including events, said: "We are delighted to be working with the Showman's Guild once again for the return of the Boston May Fair this year.
"Such an important event for the town held annually with the 900th anniversary in 2025, and thought to be one of the oldest fairs in England, it is always extremely popular. It's fantastic to see that the chance to win the golden ticket is available once again and I look forward to seeing who the lucky winner is this year."
The fair runs in the town centre until Saturday 11th May. Opening times are: Saturday 4th May, midday to 11pm; Sunday 5th May, 1pm to 9pm, with a quiet session for those with disabilities from 11am to 1pm; Monday 6th to Friday 10th May, 11am to 10.30pm and Saturday 11th May 6, 11am to 11pm. Some of the bigger rides open from 5pm.

Boston Heroes
 
Judges gathered on Thursday 21st March to  look through the nominations and start selecting winners and runners up for the Boston Heroes awards.
The awards are designed to shine a light on the people, groups and organisations who go above and beyond to help others and to honour persons who are making significant contributions to their community through their time, actions, talents and dedication (outside any volunteer work done for their employer) across the Boston Borough area.
This year's award ceremony will be held at the Grade 1 listed medieval church, The Beonna in the picturesque village of Benington on Monday 15 April.
 
The categories include:
• Outstanding Achievement
• Group Champion
• Individual Champion
• Youth Champion (individual, under 18s).



Councils awarded share of £60m Sport England Swimming Pool Support Fund
 
Boston Borough Council and East Lindsey District Council has been awarded £911,312 after a successful partnership bid for a share of Sport England's Swimming Pool Support Fund.
The fund was made available to give local authorities financial support to invest in improving the energy efficiency of public facilities with pools in the medium to long term.
This phase sees £40 million of government funding being made available for local authorities. As well as £20m of National Lottery capital funding to complement the government money, bringing the total capital fund to £60m.
The awarded costs will go towards helping support the increased costs of energy for the Meridian Leisure Centre, Jubilee Park, Wragby Pool and Princess Royal Sports Arena.
East Lindsey's Magna Vitae-run Meridian Leisure Centre will benefit from seeing the purchase of PV panels and variable speed fans by securing £591,173, with Jubilee Park securing £57,258 and Wragby Pools securing £59,023 for the purchase of pool covers and PV panels. Boston's Princess Royal Sports Arena, currently run by Lex Leisure successful secured £203,858 to purchase a pool cover and heat recovery to air handling unit.

Investment in Boston Town Centre's historic buildings gathers pace
 
Buildings in Boston town centre are benefitting from improvements that will restore them to their former glory as the Healing the High Street scheme gathers pace.
The scheme, which is being delivered by Heritage Lincolnshire, is part of Boston Town Deal and has been made possible by Towns Fund investment.
Over £300k has recently been approved for investment in buildings in the town centre that will transform their appearance and secure their future.
This includes 3-4 Petticoat Lane (The Old Heart Foundation) where improvements to the exterior are underway, with the work part of a larger project that will see this building brought back into use as a commercial property.
Another building that is set to see improvements is 27-29 Wide Bargate (formerly Bembridge Solicitors), a historic property that has sadly been the target of vandalism but will be revitalised with work to repair the roof and windows thanks to the funding provided by the Town Deal.
And, further projects to revitalise numerous historic buildings in the town centre are in the application stage so even more refurbishment work is expected in the coming months as the town centre continues to be improved.

South & East Lincolnshire Councils Partnership announced new People & Skills Programme
 
More than £1.8million has been awarded by the South & East Lincolnshire Councils Partnership through the UK Shared Prosperity Fund to projects aimed at supporting residents into higher skilled, higher paid work.  The new SELCP UKSPF People & Skills Programme will start in April and will focus on supporting residents over the age of 16 to access employment opportunities and develop their abilities, while giving local businesses access to the skills they need to expand. This innovative approach, tailored to the needs of our area, will unleash growth in our key sectors while making the local economy 'fit for the future' through supporting new skill areas (like digital, AI and manufacturing) and safeguarding 'at risk' skills too.
Having received a large amount of interest, eight projects in East Lindsey, Boston Borough and South Holland have been awarded £1.3m. When combined with the award of over £540,000 to projects awarded in the first Round of People & Skills funding, this amounts to a full People & Skills Programme worth over £1.8m.

Engagement event taking place for suppliers in South & East Lincolnshire
 
Public Sector Partnership Services Limited (PSPS) have organised a Supplier Engagement Event to engage with local suppliers and businesses, provide details around Public Sector Procurement, and advise on how to sell to the Councils
The event is taking place on 17 April 2024 at the Municipal Buildings, West Street, Boston, PE21 8QR.
The aim of the event is to listen to provide useful advice and guidance on how to sell to the Councils, listen to the concerns suppliers may have around the process of Public Sector procurement, understand areas of concern or misunderstanding that may be putting suppliers off bidding for works or services within the Council, and to showcase that the procurement team are approachable and willing to support.

Boston Stump's Historic Library opens its doors to the public
 
Residents and visitors to Boston are being offered the chance to view a historic book collection that dates back as far as 1170 as St Botolph's library opens its doors to the public for the first time.
The Stump's library, which was established in 1634, has recently undergone a complete refurbishment, made possible by Town Deal Funding, to secure the future of this important heritage asset.
The sensitive works, which have included wall repairs, new décor, UV filters, temperature control, and new bookcases, mean the historically important book collection can be retained at St Botolph's for people now, and for future generations to enjoy.
Now, with the works complete, the Parish of Boston is running public tours of the library where visitors will be able to see the collection that includes early editions of Foxe's Book of Martyrs by Boston-born John Foxe.
The improvements to the library are being complemented by the installation of a lighting scheme at the Stump which will create a better lit space internally and provide new external lighting of the whole building, including for displays.

Lincolnshire Police and Crime Commissioner elections – May 2
 
An election to appoint Lincolnshire’s Police & Crime Commissioner for the next four years will take place on Thursday, 2nd May 2024. 
This year, there have been some new elections laws introduced. Here’s a guide to everything you need to know:
 
Voter Authority Certificate application deadline - 5pm Wednesday 24 April 2024
 
To vote at the polling station voters are required to show an accepted form of photographic ID before being issued with a ballot paper.
The most common forms of photo ID are passports, photo driving licences, bus passes and Student PASS cards.   
Anyone who does not have an acceptable form of photo ID can apply for a free Voter Authority Certificate. For more information about Voter Authority Certificates and acceptable forms of photo ID, please visit the Electoral Commission website - Voter ID information page
Voter Authority Certificate application deadline - 5pm Wednesday 24 April 2024

Handing in of Postal Votes at Council Offices or at a Polling Station
There will be a limit on the number of postal votes a person can hand in at the Council Offices or at a polling station - they will not be allowed to hand in more than five postal ballot packs for other electors plus their own.  
• Anyone handing in postal votes will need to complete a 'return of postal voting documents' form.
• The person handing in the postal vote(s) will need to complete the form with their name, address and the reason for handing in other people's postal votes (where appropriate).
• They will also need to complete a declaration that they are not handing in more than the permitted number, and that they are not a political campaigner.
Reasons your Postal Votes might be Rejected:
• If a person hands in more than five postal votes for other electors, all the postal votes (other than their own) will be rejected.
• If there is reason to suspect that a person has already handed in the maximum number of postal votes on any previous occasion at the election, any subsequent postal votes handed in will be rejected
• If the return of postal voting documents form is not completed with all the required information, or to the authorised officer's satisfaction, the postal vote(s) will be rejected.
 
Please note the council offices at Boston Borough Council Municipal Buildings, West Street, Boston, Lincolnshire PE21 8QR will only accept handing in of postal votes during normal office hours. Rejected postal votes will not be included in the count. After the election, the Electoral Registration Officer (ERO) will write to electors who have had their postal votes rejected, telling them why.
 



Council sets budget and approves the continuation of the Council Tax Support Scheme to help residents
 
Boston Borough Council has officially approved its budget for the next financial year as well as extending a scheme to support vulnerable residents in paying their council tax.
At a meeting of the Full Council, members approved:
• increased capital investment in Council assets to help generate new income streams, reduce running costs, and help deliver services more efficiently.
• To continue with the generation of additional efficiencies, shared services, and income from commercial activities guided by the Council's delivery plans.
• Significant grant expenditure
• a council tax increase of 3%. This means a Band D property will pay £216.09 to Boston Borough Council, an increase of £7.20 per year or 14 pence per week. For a Band A property, the increase is equal to 9 pence a week, most homes in the Borough are Band A-C. This is the Borough Council's share of the overall council tax bill. Lincolnshire County Council, the Police and Crime Commissioner for Lincolnshire, and parish councils also set their own council tax.

Council hires new Community Rangers to tackle anti-social behaviour across Boston
 
Boston is set to see a significant boost in community safety measures with the introduction of two new Community Rangers following a successful application for grant funding from The Home Office. 
Starting full-time this week, the Council's new Community Rangers will join a multi-agency team comprising of three Lincolnshire Police PCSOs/Officers and an anti-social behaviour (ASB) officer from the Council's Community Safety team. Together, they will tackle four hotspot areas of crime and ASB in Boston: Red Lion Street, The Market Place, West Street, and Central Park.
The project will aim to introduce capable guardians into areas lacking presence, acting as a deterrent and tackle the root causes of crime in hotspots across the town through education and engagement with key groups affected by offending.

Boston Borough Council partners with local cleaning company
 
Boston Borough Council has partnered with local professional cleaning company Hydroshine Cleaning Services! 
They will be deep cleaning all footpaths around Boston Market Place, along with raised traffic areas, around the Ingram Memorial and the iconic Five Lamps.

80th anniversary of D-Day landing
 
On June 6th, 2024, it will be 80 years since the D-Day landing took place during the Second World War. This event was a turning point in the process of liberating France and more of Western Europe.
Communities are invited to light their beacons at 9.15pm on 6 June 2024.

Update on Boston Central Park restorations
 
Due to ongoing wet weather conditions, the restoration work on the park ground in Central Park has been delayed. 
The contractor has advised that the ground needs to be much drier for brushing over, levelling, and seeding to take place. As a result, the next stage is estimated to begin in the first week of April. However, if we get a good dry spell it may be able to commence sooner. 
 



New local business opens in Wrangle
 
Local business Endeavour Plumbing & Heating Boston Ltd showroom and offices has recently opened in Wrangle!
Last month, the showroom was officially opened by the Mayor of Boston, Cllr David Brown, with The Leader of the Council, Cllr Anne Dorrian, also in attendance.
Located on Main Road Wrangle, this family-owned business is here to serve you with top-notch plumbing and heating services.
They are open Monday to Friday, 9am to 5pm, with weekend and evening appointments available upon request.

Home Upgrade Grant Phase 2 ready for residents
 
The South & East Lincolnshire Councils Partnership has secured funding from the Department for Energy Security and Net Zero (DESNZ) to assist Boston Borough homeowners and landlords to make improvements to the energy efficiency of their properties.
HUG 2 will focus only on off gas properties - however there may be other funding available for those who do not meet the criteria so please get in touch if you are unsure.
To be eligible, total household income should be less than £31k of which Personal Independence Payment (PIP), Disability Living Allowance (DLA) and Attendance Allowance (AA) will be deducted if the customer is in receipt of these.
The Home Energy Advice & Retrofit Team will be delighted to hear from those who would like to take advantage of a grant which is available to improve the energy efficiency of your home.
Grants of up to £38,000 will be available to owner-occupiers and up to £25,000 to landlords - with landlords being required to fund a percentage of the cost of work.
Funding amounts are subject to property types and wall types. The grant funding will only be available until the end March 2025.
The scheme will target low carbon heating such as air source heat pumps as well as energy efficiency measures such as insulation which will help boost your EPC rating.

• Flora and Fauna in Boston Cemetery - Wednesday 24th July, 7pm – Led by Gill Walsh
• Heritage Open Day - Sunday 8th September, 10am-4pm
• The Average Scientist - Wednesday 2nd October, 7pm – Led by Jon Hall FRAS and Elsie Dennis 
All the talks are in the Crematorium Chapel, admission £5 including the Nature Walk

Healthwatch Lincolnshire YourVoice@healthwatch Public Event 
 
Healthwatch Lincolnshire is pleased to announce its next YourVoice@healthwatch will be held on Friday 26 April 2024 as a face to face event, with all encouraged to attend.  
The event will take place at Boston United Football Club, Jakeman’s Community Stadium, Boston, PE21 7NE from 10am to 1pm.
The free event will provide members of the public, as well as professionals from health and care an opportunity to meet and hear first-hand from expert speakers about the challenges facing our NHS and Social Care Services from Public Health and the NHS Lincolnshire Integrated Care Board (ICB).
The invited speaker is Prof Derek Ward Director of Public Health, Lincolnshire County Council.
There will be lots of opportunities to signposting and advice from many partners and organisations in health and care. There will also be a number of stands from different organisations who will be on hand to give an insightful chat on their resources and services. 
There will be the chance to network and meet key service providers in addition to hearing the latest information from our partners.
Booking is advisable to secure a free place on the YourVoice@healthwatch Event on Friday 26 April 2024. .
