MINUTES OF THE MEETING OF WIGTOFT PARISH COUNCIL HELD ON the 3rd March 2025.
Present: Cllr S Brigham; Cllr S Baxter; Cllr S Collingwood; Cllr S Smith; Cllr K Redhead and Cllr I Mills. Also present, County Councillor M Brookes.
Public Forum. (The Public Forum does not form part of the meeting of the Parish Council) – none.
Cllr Brigham opened the meeting at 19.02.
133/24 Chairperson’s remarks – none.
134/24 To receive apologies and reasons for absence. Apologies and reason for absence received from Cllr Leggott due to holiday. It was resolved to accept his apologies and reason for absence. Borough Councillors Cantwell and Brown sent their apologies.
135/24 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest not previously recorded on Member’s Register of Interests – none.
136/24 Notes of the meetings held on 20.1.25 to be confirmed and signed as minutes.
The above notes were agreed and signed as minutes by Cllr Brigham. It was resolved to accept the notes as minutes.
137/24 Financial matters: To agree the request for payment of £61.86 to Wigtoft PCC for electricity used to power the Christmas Lights. To discuss the proposed increase in the HP Instant Ink plan from £9.99 to £11.99 (ex-vat). To agree the accounts for payment for January and February 2025 and budget figures ytd. Bank balance £9539.38 as at 25.2.25.To receive and agree the checked bank reconciliation for the period 1.10.24 to 31.12.24 from Cllr Mills.
It was resolved to make the payment of £61.86 to Wigtoft PCC and to accept the price increase from £9.99 to £11.99 for the HP Instant ink plan. It was resolved to make the payments below which were checked to the invoices by Cllrs Smith and Collingwood. Cllr Mills had not had time to complete the bank reconciliation so this is to be moved forward to the next meeting.

The clerk had sent copies of the budget year to date to the Councillors prior to the meeting, She went through the budget to confirm any overspend of more than 15%. It was resolved to accept the budget figures as presented and confirmed by the clerk. ACTION: Clerk to make payments and add budget to website
138/24 Planning: B/25/0038, Proposed single storey porch extension to front, single storey link extension to side, two storey extension to rear, conversion of outbuilding to side dwelling, 2 no detached outbuildings, new roof, erection of chimney stack and internal and external alterations at Old Farm House, Washdike Drove, Wigtoft, Boston, PE20 2QA
It was resolved that there were no comments to make. ACTION: Clerk to advise planning department.

140/24 Councillors’ Reports
Cllr Collingwood – there is Ivy growing up the back of the bus shelter. ACTION: Clerk to get quote to clear.
Cllr Mills– there is still a large amount of water at the building site on Asperton Road. The trees at the chicken farm have been cut back and it looks much better. Once the cutting back has been completed, clerk will write to the proprietor to thank them. Cllr Brigham will advise clerk when to send letter.
Cllr Baxter – there is a lamp out on the street light 1st on the left from the A17 and 3rd on the right from Clover Lane. ACTION: clerk to report on Fix My Street.
Cllr Brigham – there is a mattress in the dyke on Asperton Road on the left past Slate House Farm before the chicken farm. Action: clerk to report to Boston Borough Council.
141/24 Borough and County Councillors reports.
County Councillor Brookes – advised the Council that he will not be standing for re-election as a County Councillor after 16 years’ service. There will be the first meeting in March of the new Greater Lincolnshire Combines Authority and the election for the new role of Mayor for this authority will be held in May. Regarding the new Local Government reorganisation, all present authorities will cease to exist. There is a special meeting at Lincs County Council this week to discuss this and it is expected to take approximately 2 years to put in place. The Chairperson of Wigtoft Parish Council, Sandra Brigham, thanked County Councillor Brookes on behalf of the Parish Council and thanked him for all of the help he has given to us. She wished him all the best for the future.
142/24 Clerk’s report
Cllr Leggott reported that the grass in the playing field is getting very long. I have asked Sneath’s if they could cut asap and clear the grass away this time only. They have confirmed they can do that week commencing 3.3.25.
I have been advised that when the new XXX comes out in March it will be a legal requirement for all councils to have xxxx.gov emails addresses for the council and for all Councillors. I will research this and present the information to you at the April meeting.
I have made a payment of £1037.08 (including £172.85 vat which will be claimed back) for the new noticeboard. Delivery will be in approximately 2 weeks. Cllr Collingwood has agreed that it can be delivered to his premises.
The payment made in January for £135.91 should have been sent to the Village Hall bank account but was sent to Sutterton Parish Council in error. They will be returning the money and I will be sending it to the correct bank account.
A refund of £11.89 has been received from Onetopup after I complained that they had claimed the money without notification. This will be shown in the account before the year end.
The audit requirements and information will be received during the second week of March.
I am away on leave from Sunday 9th of March to Friday 21st of March.
43/24 To review the play area inspection undertaken by Cllr Leggott on the 21.2.25 and decide if any actions are needed.
After reviewing the inspection, it was resolved that there were no pressing issues. The annual report is to be sent out with the monthly inspection template.
144/24 To discuss and confirm the dates of the meetings from June 25 to May 26.
The dates were reviewed and it was resolved to agree the schedule. ACTION: Clerk to add to the website and forward a copy to the Newsletter and the Village Hall Committee.
145/23 To receive feedback from Cllr Mills about a meeting he attended regarding an update to the National Planning Policy on the 24.2.25.
Cllr Mills summarised the information received.
Planning permission will be easier to obtain.
The Mayor of the new Unitarian Authority will potentially have power to agree plans.
There will be a focus on social/affordable housing and also 30 new towns created.
10,000 residents in a village could become a town. Green belt land will be needed for building and if a developer can show there would be significant benefit and prove it will include infrastructure, it will get passed.
146/24 To discuss and decide if the Parish Council want to commemorate the 80th anniversary of VE Day.
It was resolved to take no action about the above matter.
147/24 To discuss the email from Borough Councillor James Cantwell about the Emergency Group for Fosdyke, Sutterton and Algarkirk villages.
As Cllr Cantwell was unable to attend, it was resolved to defer until the next meeting.
