MINUTES OF THE MEETING OF WIGTOFT PARISH COUNCIL HELD ON the 3rd of April 2023.
Present: Cllr S Smith; Cllr I Mills; Cllr S Brigham; Cllr S Collingwood; Cllr S Baxter; Cllr B Leggott.
Chairman’s remarks – The Chairman thanked Cllr Brigham for chairing the last meeting in his absence.

151/22 To receive any declarations of interest in accordance with the Localism Act 2011: None.
152/22 Notes of the meeting held on 6.3.23 to be confirmed and signed as minutes.
The above notes were agreed and signed as minutes. It was resolved to accept the notes as minutes. ACTION: Clerk to post minutes on website.
153/22 Financial matters: Accounts for payment for March and budget figures.

It was resolved to authorise the above payments and budget figures. ACTION: Clerk to make payments and add budget to website.

156/22 Councillors’ Reports
Cllr BL – work has started on the repair of Green Lane.
Cllr Brigham - The cover on the streetlight has been reattached.
Cllr IM – has reported 2 instances of fly tipping on Fishmere End.
157/22 Clerk’s report
The manhole cover at the junction of Main Road and Burtoft Lane has been reported via Fix My Street. It has been confirmed that remedial work has been ordered. No further updates received. Chased again 28.3.23.
The initial set up of the Scribe accounting package has been completed. Data is being input from the 1.4.23. There is more information that will be gradually added to make full use of the package.
I have been contacted by Ellie Baker from LCC following her receipt of our application for support from the Volunteering scheme. I am meeting her at the playing field on the 5th of May.
There is a problem with the Cashback offer which came with the new laptop. I spoke with Simon Cooper from East Coast Business Solutions yesterday who explained that the offer was given to us in good faith. He has since found out that the wording given from their supplier was misleading and doesn’t apply to all laptops. He has sold several laptops with this “offer” and apologises that we are unable to reclaim it. The 2-year AVG virus protection was set up on the laptop yesterday following a 1-month free trial.
The vat return covering the period 1.9.22 to 20.3.23 has been submitted. The amount being reclaimed is £303.45.
Reminder, the Coronation Bunting will be put up on the 29.4.23. I will send out a reminder nearer the time. Could Councillors please help if you can.
158/22 To discuss the requirement for a new sign for the Bowls Club, discussed at the Annual Parish Meeting held on 6.3.23.
To support the Bowls Club, it was resolved to investigate some options and cost for a new sign.
ACTION: Clerk to investigate.
159/22 To confirm the review of the Fixed Asset Register
The Register had been sent out to Councillors prior to the meeting. It was resolved that the Register was correct, up to date and to confirm the review.
ACTIONS: Clerk to add to website with the other Annual Audit paperwork at the appropriate time.
160/22 To review the Parish Council’s Code of Conduct Policy, Communications Policy and Social media Policy.
Copies of the policies had been sent out to Councillors prior to the meeting. Each policy was reviewed. It was resolved that there were no changes required to the policies.
ACTION: Clerk to post reviewed policies on website.
161/22 To review the March play area inspection, including the inspection of the footpath in front of the chicken farm, undertaken by Cllr Mills. To receive the play area inspection for December 22 from Cllr Baxter. To review the action plan for items needing attention in the playing field. To decide who will do the monthly inspection for this month.
There were no new issues to report from the monthly playing field/play area check. Any outstanding jobs have been carried forward to the schedule of works for the LCC Highways Volunteering day which ties in with the action plan. Cllr Baxter did not have the December 22 play area inspection paperwork to hand. Cllr Baxter volunteered to undertake the April inspection. ACTION: Clerk to send out template to Cllr Baxter.
