MINUTES OF THE MEETING OF WIGTOFT PARISH COUNCIL HELD ON the 2nd October 2023.

49/23 To receive apologies and reasons for absence.
Cllrs Mills, Smith and Redhead sent their apologies. It was resolved to accept their apologies and reasons for absence.

50/23 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest not previously recorded on Member’s Register of Interests.

It was resolved to authorise the above payments and budget figures. The clerk advised Council that the bank account had been reconciled as at 31.8.23.

53/23 Planning: B/23/0283, to confirm comments sent in respect of application to vary Condition C2 (approved plans) of permission B/21/0011, erection of 4 detached chalet bungalows at land east of Llewelyn House, Main Road, Wigtoft, to make changes to the drainage design. (in line with Standing Orders of the Parish Council).
To confirm comments sent in respect of application B/23/0227, Application to determine if prior approval is required for a proposed change of use under Schedule 2, Part 3, Class Q of Agricultural Buildings to 4no. Dwellinghouses (Use Class C) and for building operations necessary for the conversion at Agricultural Building, Land off A17, Wigtoft, Boston PE20 2NX (In line with Standing Orders of the Parish Council).
It was resolved to confirm the above two items.

27.9.23 Email from BBC re Ploszajski Lynch Consulting Ltd who will be sending out a survey in October or November about to update the open spaces and leisure facilities on the South East Lincs Local Plan. Emailed to Councillors 27.9.23.

55/23 Councillors’ Reports
Cllr Brigham – the marker pegs have been put in the Wildlife garden to indicate where the new gate should be positioned. A resident has reported that a parked car in the Market Place is blocking access for mobility scooters. Cllr Baxter will speak to the owner of the car. It has been pointed out that there is a sign “No dogs allowed in the park” at the entrance to the playing field and a second sign near the toddler area saying, “No dogs allowed in the play area”. It was resolved to cover up the words “in the play area” to avoid confusion.
County Councillor Brookes advised Council that Swineshead Parish Council have bought a new solar powered speed indicator device. It has been suggested that the old one is offered to Bicker and Wigtoft parishes to share. Their clerk will be writing to our clerk in due course.
56/23 Clerk’s report
I have sent the donations for the Vicar’s retirement collection (£25 and the Air Ambulance (£50). A letter of thanks has been received from the Air Ambulance.
Regarding the above note, could Councillors please remember that if they wish to raise an item at the meeting which involves making a decision about an action or spending Council money, please let the clerk know prior to the agenda being sent out as these items should be listed separately on the agenda. (Standing Orders - no motion may be moved at a meeting unless it is on the agenda and the mover has given written notice of its wording to the Proper Officer at least 7 clear days before the meeting. Clear days do not include the day of the notice or the day of the meeting). Councillors’ reports are only for sharing information.
I have ordered the replacement lamp for street light number 2 on Asperton Road.
I have reported that the cover has fallen off street light number 1 on Asperton Road to BBC.
No response has been received from the advert for a handyman.
At the time of sending out these notes, I have been unable to speak to Nathan Chapman about the gate in the Wildlife Garden. UPDATE – Nathan will be fitting the gate and fencing w/c 10.10.23.
57/23 To decide whether to continue with the current Internal Auditor a cost of £100 for a mid-year 2023 and end of year audit or to investigate other options. It was resolved to continue with the current internal auditor. ACTION: Clerk to book interim audit for November 23.
58/23 To review the Play Area inspection for August (KR) and to agree who will do the October inspection.
The were no new points raised on the inspection. It was resolved to wait until the annual inspection is undertaken regarding actions needed with the wetpour. All other points are being dealt with as part of the action plan.
59/23 Budget planning – wetpour repairs.
The clerk suggested to Council that it would be beneficial to wait until the annual inspection has been undertaken by Wicksteed to see what the recommendations are and to get an initial quote from them. It was resolved to take this course of action. Agenda item next meeting.
60/23 To decide on ordering replacement Christmas Lights and when to order them.
The clerk shared a quote from Festive Lights for a total of £429.07. It was resolved to order the lights immediately. ACTION: Clerk to place order.
61/23 To discuss the email (30/8) from Old Leake Parish Council about the costs of repair/replacing street lights.
This email highlighted the crippling costs for their council to maintain the street lights in their parish. They asked the following two questions: 1.Do you regard the current system for Parishes funding Borough Council streetlights as fair to your Council, your Community, or your taxpayers? 2. Would your Parish Council support Old Leake Parish Council in our ask that the Borough Council undertakes to convert its stock of streetlights over to LED, and part-night-lighting where requested, as a condition of us (the Parish Council) continuing to fund the annual electricity and maintenance costs on their behalf? It was resolved to reply answering no to the first question and yes to the second. ACTION: Clerk to send these comments to Old Leake Parish Council.
62/23 To discuss the request for a donation toward the cost of the sausage and mash lunch in December (SS).
The lunch will take place on the 9.12.23. It was resolved to donate £100 to support the lunch. ACTION: Clerk to forward £100 to S. Smith.
