Public Forum. (The Public Forum does not form part of the meeting of the Parish Council).

  1. Chairpersons’ remarks and to open the meeting.
  2. Apologies for absence and reasons given.
  3. To receive any declarations of interest in accordance with the Localism Act 2011 – being any pecuniary or non-pecuniary interest not previously recorded on Member’s Register of Interest.
  4. Notes of the monthly meeting of the Parish Council held on the 2.3.26 to be confirmed and signed as minutes by the Chairperson.
  5. Financial matters:  a) To resolve to accept the accounts for payment for March 2026, to be checked and signed by 2 Councillors at this meeting. b) To review the budget figures for the year end to 31.3.26.  Bank balance £8852.79 as at 31.3.26 and £8102.71 as ay 8.4.26. c)  To hand the bank reconciliation for 1.1.26 to 31.3.26 to Cllr Leggott.
  6. Planning: B/25/0316. APPEAL from the prior application to determine if prior approval is required for a proposed Change of Use of Buildings on Agricultural Units and former Agricultural Buildings to Dwellinghouses (class C3), which may include extension of the building and/or building operations reasonably necessary for the conversion. The application was crefused by Boston Borough Council and the appeal will be determined by the Secretary of State.
  7. Correspondence received since the March meeting.
  8. Reports from Parish Councillors.
  9. Reports from Borough and County Councillors.
  10. Clerk’s report including progress on Internal Audit report actions and the setting up of the new gov.uk email addresses for Councillors.
  11. To discuss advertising the vacancy for a Councillor.
  12. To discuss the information received from Cllr Brigham about dogs in the playing field/play area and the quote for a new “no dogs allowed” sign for the entrance gate to the playing field.
  13. To discuss trees and hedges in general which the Parish Council has responsibility for (requested from previous meeting).
  14. To review the playing field/play area inspection undertaken by Cllr Leggott in conjunction with the annual inspection report.
  15. To retrospectively resolve to pay Witham Timber £21.80 + vat for 2 timber posts for the new signs for the entrance to the Wildlife Garden. To discuss and   the next steps needed to install the new “no dog fouling” signs and posts.  
  16. To resolve to agree the Asset Register details as at 31.3.26
  17. To review the following Parish Council Policies/Procedures: Code of Conduct; Communications; Complaints Procedure; Data Protection; Equal Opportunities; Records Retention; Sickness/Absence; Social Media; Transparency Code and resolve to adopt a new Councillor Co-option policy and procedure.
  18. To retrospectively resolve to discontinue using LALC’s Webmaster service and to use an alternative at the same cost of £20 per hour.
