DRAFT MINUTES OF THE MEETING OF WIGTOFT PARISH COUNCIL HELD ON 6th July 2020.

This meeting was held by a video link conference call due to the restrictions in force in relation to the Corona virus pandemic.

Present:                 Cllr G Wright; Cllr S Collingwood; Cllr S Brigham; Cllr S Smith; Cllr B Leggott; Cllr S Baxter.

Also Present:       County Councillor M Brookes; Borough Councillor M Cooper.

Chairman’s remarks – None

035/20  Apologies for absence and reasons given

Cllr P Craven sent his apologies. He was unable to attend due to attending another meeting.  It was resolved to accept his apology and reason for absence.

036/20  To receive any declarations of interest in accordance with the Localism Act 2011.

None

037/20  Police report – e mail received confirming no crimes or incidents reported.

038/20  Notes of the meeting held on 1.6.20 to be confirmed and signed as minutes.

The notes of the above meeting were not able to be signed as minutes due to the meeting being held by video link. In accordance with the requirements of the Transparency Code, the minutes will be published on the website as draft minutes. It was resolved to accept the notes as minutes. All notes will be signed as minutes at the next face to face meeting.

Finance report:

The payment for the land drainage rates has been received from the tenant.

PKF Littlejohn, the Government appointed auditors, have confirmed receipt of the certificate of exempt status for 2019/2020.

042/20  Councillor’s reports

Cllr SB – has been advised that the voluntary litter picking group are starting litter picking in the village again.

043/20  Clerk’s report

I have been advised on 30.6.20 that the new website hosted by LCC is now ready to be set up. I will be attending an on line refresher training session on the 17.7.20 as the initial training was done in March. All information on the current website will need to be transferred to the new site as, once this is completed, the old site will be switched off. Administration of the new site is very different to the old site.

Cllr Bruce Leggott has confirmed that the fly tipping on Burtoft Lane North has been removed and that both street signs have now been repaired.

E mail received from Insurers with a response to the question about a bespoke policy. Forwarded to Councillors. No action at the moment. Clerk has diarised for March 2021 to investigate with other insurance companies.

044/20  To discuss the reopening of the play area/playing field and agree any actions required. 

Advice had been received from Gov.UK, the Association of Play Industries and Boston Borough Council. Councillors discussed what actions needed to be taken prior to reopening the play area/playing field. It was resolved to bring forward the annual inspection undertaken by Wicksteed Leisure, contact Boston Borough Council to ask if they could print signage for Wigtoft and to undertake a Covid 19 risk assessment prior to reopening, ACTION: Clerk to contact Boston Borough Council re signage and to order the annual inspection. Cllr GW to prepare a template for the risk assessment for Councillors to complete.

045/20  An update on moving the existing litter bin by the post box to a more suitable location.

The clerk advised Council that Boston Borough Council have now confirmed that they would be able to empty the bin if it were to be moved. It was resolved that Cllr SS would ask the residents who live adjacent to the proposed site if they own the strip of grass. Cllr SS to advise clerk of response. If the answer is no, clerk to contact Lincs County Council Highways department for permission to site the bin there.  ACTION: As above.

046/20  NALC new Model Member Code of Conduct consultation

The clerk went through the questions with Councillors and noted their responses. ACTION: Clerk to add the responses to the online survey by the deadline.

047/20   To confirm the bank reconciliation check for 1.1.20 to 31.3.20 completed by Cllr SB and to agree who will conduct the next reconciliation check for 1.4.20 to 30.6.20.

It was resolved to accept the bank reconciliation check completed by Cllr S Baxter. Cllr S Bigham volunteered to complete the bank reconciliation for the period 1.4.20 to 30.6.20. ACTION: Clerk to forward paperwork to Cllr S Brigham.

048/20  To complete the annual review of the policies/procedures detailed below:

Equal Opportunities Policy; Complaints Procedure; Communications Policy. The policies and procedures were reviewed and updated where necessary. It was resolved to accept the updated versions. ACTION: Clerk to amend the master documents and update them on the website.
